State Authorization

As of 02/16/2024

Federal and State regulations require that all institutions obtain the necessary authorizations and/or approvals from a state in order to conduct what are called “interstate activities.” Examples of interstate activities include, but are not limited to: online courses, field placements such as for-credit internships, practicums, clinical requirements, recruiting and advertising, and out-of-state employees. Holding such state authorization allows Biola University and other institutions to conduct these activities outside of our home states. Biola University is physically located in the state of California and welcomes online degree or certificate applications from prospective students who are residents in most states within the United States. However, applications from students physically residing in the following states while completing their online courses cannot be considered at this time: Alabama, Arkansas (refer to All State Listing for specific program exemptions), District of Columbia, Kansas, Kentucky (refer to All State Listing for specific program exemptions), Maryland, North Carolina, Rhode Island and Wisconsin (refer to All State Listing for specific program exemptions). There may be states wherein Biola University licensure programs do not meet or have not yet determined whether educational requirements will be met. 

Different pathways to licensure may be possible, but are not guaranteed, in some "does not meet" states/territories for some license types. These pathways may include, but are not limited to, reciprocity, licensure compacts, or national certification. Therefore, prospective students interested in a program that leads to licensure are highly encouraged to contact the licensing agency or organization and research the educational requirements prior to starting a program. At Biola we are committed to helping students explore available options in their academic plan, so we also recommend prospective and current students to contact the program department for additional information.

Student Complaint Process

The U.S. Department of Education has promulgated regulations to improve the integrity of programs authorized under Title IV of the Higher Education Act (HEA) as amended (the “Program Integrity Rule”). The Program Integrity Rule requires, among other things, that each college or university authorized to offer postsecondary education in one or more states ensure access to a complaint process that will permit student consumers to address the following:

  1. Alleged violations of state consumer protection laws that include but are not limited to fraud and false advertising;
  2. Alleged violations of state laws of rules relating to the licensure of postsecondary institutions;
  3. Complaints relating to the quality of education or other State or accreditation requirements.

Biola University, as an institution authorized to provide postsecondary education in the State of California, is committed to full compliance with the Program Integrity Rule, and provides the following confirmation to all current and prospective students:

Biola University is accredited by the WASC Senior College and University Commission. Please review the University's accreditation status on the WSCUC website.

Biola encourages Out-of-State students to resolve complaints internally. The student may also file a complaint with their respective state of residence. The university encourages students to work through internal university complaint processes (Undergraduate Process, Graduate Process) for resolution of complaints. Students who reside in Oregon should attempt to resolve any grievances they may have with their school first. Should attempts to resolve these problems with appropriate school officials fail, or should the student be dissatisfied with the final outcome of the college complaint process, then the Higher Education Coordinating Commission (HECC), can respond to a formal complaint. The transferability of credits earned at Biola University is at the discretion of the receiving college, university, or other educational institution. Students considering transferring to any institution should not assume that credits earned in any program of study at Biola University will be accepted by the receiving institution. Similarly, the ability of a degree, certificate, diploma, or other academic credential earned at Biola University to satisfy an admission requirement of another institution is at the discretion of the receiving institution. Accreditation does not guarantee credentials or credits earned at Biola University will be accepted by or transferred to another institution. To minimize the risk of having to repeat coursework, students should contact the receiving institution in advance for evaluation and determination of transferability of credits and/or acceptability of degrees, diplomas, or certificates earned.
