Personal Transportation Device Regulations

Please see the Biola Student Handbook for specific policy & safety rules. The privilege of skating on campus is contingent upon compliance with this policy.

Skating is permitted when conducted in a safe manner and only in designated areas shown on the University's Skateboarding Policy Map. Riders are responsible for familiarizing themselves with permitted routes and areas before operating a skateboard or other coasting device on campus.

Individuals who violate these rules may be subject to citation.

Store your skateboard in your room. Do not block walkways, ADA pathways, or stairs. Improperly parked skateboards may be confiscated and may result in a citation.

Biola University permits the use of personally owned electric scooters as a privilege for the purpose of efficient transportation around campus. Because electric scooters are motorized devices capable of traveling at speeds significantly greater than pedestrians, riders must operate them safely and in accordance with this policy, all applicable laws, and posted University regulations.

The safety of pedestrians and other members of the University community is the highest priority. The privilege of operating an electric scooter on university property may be restricted or revoked when a rider operates a device unsafely or fails to comply with this policy.

Electric scooters must be operated at a safe speed appropriate for the conditions.

The maximum speed for electric scooters on university pathways is 8 mph, unless a lower speed is posted or required by Campus Safety. Riders must reduce their speed whenever pedestrian traffic, weather, visibility, or surface conditions require additional caution.

The following rules apply at all times:

• Yield to pedestrians at all times.
• Walk your scooter in congested or high-traffic pedestrian areas.
• Do not operate an electric scooter in a reckless or unsafe manner.
• Do not weave through pedestrians, bicycles, or vehicles.
• Do not enter a pedestrian area at a speed that prevents you from stopping safely./li>
• Do not exceed a speed appropriate for the conditions.
• Maintain full control of the scooter at all times.
• Keep at least one hand on the handlebars at all times while riding.
• Do not use a handheld phone or other handheld electronic device while operating the scooter.
• Do not wear headphones or earphones that prevent awareness of your surroundings.
• Remain aware of pedestrians, vehicles, bicycles, doors, intersections, and changing conditions at all times.
• Obey all traffic signs, signals, pavement markings, and posted University regulations.
• Do not operate an electric scooter while under the influence of any substance that impairs safe operation.
• Do not attach yourself or the scooter to a bicycle, motor vehicle, or another moving object.
• Do not tow another person or object.
• Do not perform stunts, tricks, jumps, or acrobatics.
• Do not intentionally skid, slide, or otherwise operate the scooter in a manner that could endanger persons or property.

Registration

• Bicycle registration is mandatory for all students and employees who ride or park a bicycle on Biola’s main campus or at the Biola-owned apartments on Rosecrans Avenue.
• Registration is free and may be completed online at any time by filling out this form. You may also register in person at the Campus Safety Administrative Office.
• Each registrant will receive a bicycle permit, which must be affixed to the registered bike.

Parking

• Bicycles must be parked in designated bike racks and secured with a U-lock or similar high-security lock. Cable locks may be used in addition but are not sufficient on their own.
• Bicycles may not be secured to or rested against benches, poles, signs, trees, fences, or railings.
• Bicycles may not be parked in building lobbies, hallways, or public spaces unless designated for bike parking. However, bicycles may be stored inside residence hall rooms, apartment units, or an employee’s private office (with departmental approval), provided they do not block or impede exit routes.

Operation

• Cyclists must follow all motor vehicle laws, including speed limits, stop signs, signaling turns, and yielding the right of way.
• Bicycles should be ridden on streets and designated bike lanes whenever possible.
• Bicycles may be ridden in plaza areas and on sidewalks wider than six feet, unless otherwise restricted by signage (e.g., in front of the Library).
• Bicycles may not be ridden on sidewalks less than six feet wide or inside any buildings.
• At night, bicycles must be equipped with:
  • A white front reflector
  • A red rear reflector
  • A forward-facing white headlight (mounted on the bike or worn by the rider)
• Pedestrians always have the right of way.

Enforcement

• Bicycles without a Biola bike permit may be immobilized or impounded.
• Employees may not store their bicycles on campus.
• Bicycles that appear abandoned will be tagged and impounded if not moved within 48 hours.
• Locks cut during impounding will not be reimbursed.
• Cyclists who fail to follow registration, parking, operation, or equipment rules may be subject to fines (minimum $45) and/or bicycle impoundment.
• Impounded bicycles not claimed within 60 days will be donated to a local charity.

At the end of the academic year, students who are not enrolled in summer housing must remove their bicycles from campus. Bicycles left after Spring Commencement will be impounded and donated after 60 days.
