Parking Structure Lot K Construction

In January of 2013, the Board of Trustees approved the construction of a new 5-level parking structure that will be built on Parking Lot K, directly behind Alpha. This parking structure will provide for the current and future parking needs of students living in the northern residence halls and apartments. The structure will need to be built prior to the construction of a new residence hall in Parking Lot J, just north of Sigma. Construction of the residence hall is planned to start in May 2014 and finish in July of 2015.

In order to complete the noisier work associated with the parking structure during the summer months, we need to start the preliminary grading and utility relocation beginning Monday, March 4th. There will be three phases of construction that will affect parking and/or driving in the area:

Phase I

Beginning today, Monday, March 4th we are fencing a construction area for the first phase of utility relocation work behind Alpha. This will involve the placing of temporary construction fencing behind Alpha that will eliminate the row of parking spaces in Parking Lot K, closest to Alpha. The trash area behind Alpha will be temporarily relocated to Parking Lot K. A job trailer will be placed behind Alpha. Several trees will be removed along the back side of Alpha West (north of the asphalt driveway) due to conflict with future fire truck access requirements. Finally, trenching will occur behind Alpha to relocate several utility lines.

Phase II

The second phase of construction will begin on Monday, March 18th. This will involve closing the road south of Sigma that currently provides vehicular access to Parking Lot L (Emerson/Alpha). During this second phase, alternate vehicle access to Parking Lot L will be provided by opening the road between Emerson and Horton (Horton Way) to 2-way vehicular traffic. A protected pedestrian walkway will be provided on Horton Way throughout this detour.

Phase III

The third and final phase of construction will begin on Monday, April 10th and extend through the completion of the parking structure in April of 2014. Parking Lot K will be closed along with a portion of University Drive. All University Drive traffic will be detoured through Horton Way. We will be restricting large trucks and buses from accessing Horton Way.

Throughout this project there certainly will be varying levels of inconvenience experienced by the Biola Community. However, we strongly believe the long-term benefits will far outweigh these short-term impacts. We will do our very best to minimize disruption and communicate potential impacts before they occur.
